RULES OF ENGAGEMENT

Armed state officials (soldiers, police, etc.) operate under "rules of engagement' which define when they can fire their weapons. Real police, for example, have extensive firearms training and which covers the different scenarios they might face and what the rules of engagement in those scenarios would be.

It seems clear that Nazis Noem and Bovino have told their officers to "shoot first, ask questions later." Their "murder of Americans and immigrants is OK" policy is compounded by the fact that many ICE agents lack both the qualifications and the training to perform armed security work. Noem and Bovino are responsible for these murders, criminally responsible, along with their hired killers, as is their mob boss Trump. They are conducting a war not just against peaceful immigrants but all of America.
